From 1989 to 1998, lawyer Guo worked in the Ministry of construction of the people's Republic of China, engaged in construction legislation. In 1993, he served as the deputy director of the judicial Planning Department of the Ministry of construction. He personally participated in the drafting and revision of more than 40 laws and regulations on construction and real estate, including the construction law of the people's Republic of China and the urban real estate management law of the people's Republic of China.
